Where Must Smoke Alarms Be Installed in NSW?

The NSW Environmental Planning and Assessment Regulation requires smoke alarms to be installed in the following locations:

  • Every bedroom — including guest bedrooms and any room used for sleeping
  • Every hallway connecting bedrooms to the rest of the home — if there is no hallway, in the area between the bedrooms and the rest of the home
  • On every storey — including basements and upper floors, even if they don’t contain bedrooms

For a typical single-storey Hills District home with three bedrooms served by one hallway, this means a minimum of four alarms — one in each bedroom and one in the hallway. A four-bedroom home with the same layout needs five. A two-storey home needs additional alarms on the upper level.

What Type of Smoke Alarm Is Required?

The type of smoke alarm required depends on when your home was built:

  • Homes built from 1 May 2014 onwards — must have hardwired smoke alarms with 9V battery backup, installed in all required locations and interconnected so all alarms sound when one detects smoke.
  • Homes built before 1 May 2014 — must have working smoke alarms in all required locations. These can be battery-operated, but hardwired interconnected alarms are strongly recommended and required for any new alarm installation.

All smoke alarms must comply with Australian Standard AS 3786 and must be less than 10 years old. An alarm that is more than 10 years old must be replaced regardless of whether it appears to be working — the sensing element degrades over time.

What Is Interconnection and Why Does It Matter?

Interconnected smoke alarms are alarms that communicate with each other so that when one detects smoke, every alarm in the home sounds simultaneously. This is particularly important in larger homes — common across the Hills District and Hawkesbury — where a single alarm at one end of the house may not be heard in bedrooms at the other end, especially at night.

There are two types of interconnection:

  • Hardwired interconnection — alarms are connected to each other via cable. This is the most reliable method and is required for new alarm installations.
  • Wireless interconnection — alarms communicate via radio frequency, achieving the same result without running cable through walls. This is the practical option for retrofitting existing homes where cable installation would be disruptive.

What Are the Rules for Rental Properties in NSW?

Landlords in NSW have specific obligations regarding smoke alarms. Alarms must be:

  • Tested and cleaned within 30 days before the start of each new tenancy
  • Replaced when they reach 10 years of age or stop working
  • Have their batteries replaced at the start of each tenancy if the alarm uses a replaceable battery
